i think you are wrong.. you are doing incline pushups which are for your upper chest
just try it.. you will feel your upper chest muscles not lower.
Decline pushups are when you put something under your hands so your legs are lower than your hands.

Decline push ups …
Decline push ups are like incline bench presses therefore it would work out the upper pectorals so the body building websites have it right, this guy has it wrong.

When you’re in a …
When you’re in a hand stand, you’re as decline as you can get. It works the shoulders and the upper part of your pecs. When you do dips, that’s the most incline you can get. Works your lats and the lower part of your chest. Now imagine any stages in between.

A DECLINE push-up …
A DECLINE push-up works the UPPER part of your pecs – just like an INCLINE bench press would. I´ts the position of your arms that matters (above or below your head). An INCLINE push-up would be something closer to a dip movement, working the LOWER part of your pecs.

your favoring one …
your favoring one side when you lift. make sure all of your reps are the same for both sides and start concentrating on flexing just your weaker side during the workout for awhile until it fills in. alot of people have that problem.

A decline pushup works your upper pecs, a decline bench press works your lower pecs. Freebooter was right. Just google it.

sorry but i think you are mistaken the decline actually works ur upper chest.you have to do the incline push up for ur lower chest. i am sure you knew this and just made a silly mistake but just did not want to mislead other people.
